A report on the feasibility of creating a Florida state system of accreditation for public and private postsecondary institutions and programs is presented. Following background information on accreditation in Florida and at the regional and national levels, specialized accreditation is addressed, along with program review, and occupational licensure and certification. It is concluded that the state should not establish an alternative or supplementary accreditation system. Recommendations are offered concerning: regional accreditation, curtailing the power and growth of specialized accrediting agencies, minimizing duplication in accreditation and program review, coordination between institutional licensure by the state and accrediting agencies, and cooperation among southern states. Appendices include: information on the accreditation status of professional schools and specialized programs by institution; a comparison of two state licensing boards (for private colleges and for vocational, technical, trade, and business schools; the state board rules on program review; information on licensure and regulation of colleges and programs in 36 states; and a study on accreditation and authorization of distance learning through telecommunications.
