A report of a study of faculty personnel practices, including tenure, in Florida's state universities and community colleges is presented. The objective was to determine the impact of the practices on a college's ability to attract and retain faculty and to respond to changing enrollment patterns. Background information is presented on: tenure policies and practices, the legal status of tenure, tenure policies and institutional flexibility, obstacles to faculty recruitment, and faculty tenure and turnover rates. Recommendations are offered concerning: tenure, community college continuing contract system, the need for professional evaluation, systemwide guidelines, institutional long-range planning, tenure-ineligible appointments, proposed reduction in force, termination of faculty, age limit on tenure, early retirement programs, the need for better information, and faculty salaries. A reference list, a selected bibliography, and a list of recent articles from the Chronicle of Higher Education are provided. Appended is an 82-page report (including numerous statistical tables) entitled "Background Report on Tenure and Continuing Contracts Presented to Florida's Postsecondary Education Planning Commission" (May 1985). Also appended is a 30-page report by Morton H. Sklar entitled "Legal Consequences of Proposed Changes in Tenure Policies for Community College Staff." (SW)
