Managing a Competency-Based Curriculum and Assessment System, 1965-1985.

This report describes the development of the competency-based education system currently used in the Newport-Mesa (California) Unified School District. The system's four stages of development--covering philosophy, competencies, assessment, and curriculum--stretched over 15 years, and the philosophical impetus for developing such a system took root even earlier. Twenty-one specific activities and accomplishments of this developmental process are identified and discussed in this report. These activities included assessment of community needs, clarification of the schools' responsibilities in a statement of educational principles, the creation of teacher committees to develop continua of objectives in the 12 skill areas identified, the appointment of committees to prepare assessment items in the 12 areas, assessment at the district and student levels to monitor progress, the development of teacher and parent support packages, the selection and assessment of minimum graduation competencies, the specification of grade level and subject area competencies and tests, and the establishment of a remediation program. Samples of materials used in these activities, or used for clarifying or expressing the results of these activities, are appended as exhibits. (PGD)
