Employment Initiatives. First Year Report.

Maryland's Employment Initiatives (EI) program was implemented in Fall 1982 to help Aid for Dependent Children applicants and recipients find unsubsidized employment. Baltimore City and Wicomico County were selected as the sites for two demonstration projects. To maximize limited resources, three agencies in each site--the State Work Incentive program, the Department of Social Services, and the Comprehensive Employment and Training Act (CETA) prime sponsor--combined their resources and expertise to plan and manage EI. Primary emphases were training, financial incentives, and supportive services. Development of an employability plan, an important activity for EI clients, called for client participation in one or more of these components: job search assistance, welfare grant diversion funded on-the-job training, public sector work experience, and occupational and remedial training. Although both the Baltimore City project--OPTIONS, and the Wicomico County project--Basic Employment Training (BET), had similar program components, participation in these components differed because of program structure. Active participant placement rates were 25 percent for OPTIONS and 74 percent for BET for an overall rate of 41 percent. Changes were planned for EI's second operational year, one reason being the end of CETA and emergence of the Job Training Partnership Act.
