This guide is designed to acquaint public television station managers and staff with the video-teleconferencing business. For managers, the goal is to provide an overview of the market and an understanding of the facilities and personnel required to enter it. For staff personnel who may be assigned to video-teleconferencing responsibilities, the goal is to provide a basic understanding of the various elements required in each phase of the business, i.e., marketing, production, networking, and reception. The first chapter presents a brief historical review of one-way video/two-way audio video-teleconferencing. It lists some of the key motivations that have prompted groups to employ the medium, and concludes with some observations on competitive trends that may affect the public broadcaster's future role in video-teleconferencing. The second chapter covers market identification, promotion, and public awareness practices, direct sales methods, and video-teleconference service proposals. The focus is on small-market public television stations. To facilitate reading, synopses of the remaining chapters--Production, Networking, and Reception--are provided. Each chapter covers methods, procedures, and business considerations, and includes samples, examples, and diagrams.
