Postsecondary Residency Requirements: Exceptions, Exemptions, and Waivers. ASHE 1986 Annual Meeting Paper.
Olivas, Michael A.; Swickard, Janet
A reference guide to residency requirements for colleges and universities is presented. Six types of state governance patterns concerning residency are identified, along with the states that follow each pattern. Circumstances and conditions that may affect residency classification for tuition purposes (excluding alienage, marital status, or military qualifications) are specified, and the number of states that list each consideration is indicated. Information is also provided on: marital status as a basis for classification as a resident; classification of non-U.S. citizens as residents; and residency classification and tuition benefits for military personnel, their spouses, and dependent children. Also covered are circumstances affecting tuition benefits for: American Indians, public employees, scholarship recipients, individuals when parent/spouse/student comes to state for employment, students subject to loss of residency due to divorce, the visual and hearing impaired, graduates of state high schools, senior adults, and students with skill in specified areas. Information is also provided on tuition benefits based on financial need, establishment of residency for emancipated minors, and retention of resident tuition status for minors whose parents leave the state.
