Report of Ad Hoc Districtwide Shared Governance Committee to Study Criteria for Participation in Extra-Curricular Activities in the Secondary Schools.
Jackson Municipal Separate School District, MS.
The committee that produced this report was asked to examine two major concerns: (1) that criteria for participating in various extracurricular activities were inconsistent between schools; and (2) that criteria for participating in all extracurricular activities (including athletics) contribute to the overall mission of teaching and learning in Jackson (Mississippi) public schools. Accordingly, this final report begins with a brief review of the literature on criteria for extracurricular activities, followed by selected testimony on this topic from Jackson citizens and from school personnel. The subsequent section reports committee findings with respect to: (1) the number, percent, and rank of students participating in extracurricular activities at each secondary school in the district; (2) most and least available extracurricular activities in the secondary schools; (3) current criteria for participation per school and by district policy; (4) criteria for participation in selected states; and (5) criteria for participation in athletics as set forth by the Mississippi High School Activities Association (MHSAA). The final section provides the committee's recommendations for specific actions to be take by the Board of Trustees and the Superintendent of Schools regarding participation criteria, along with concluding remarks. Appended are a list of extracurricular activities in the district, a note on averaging summer school grades with second semester grades, and a sample form for reporting student eligibility. (TE)
