The Composite Indicator of Changes (CIC) in average salaries and wages paid by public school systems is a statistical measure prepared by the Educational Research Service, Inc., to gauge and compare salary changes and analyze salary trends in individual school systems, groups of school systems, and nationally. This report describes the development, computation, and use of the CIC, and also reports on salary and wage changes for the decade from 1975-76 to 1985-86. The data are broken down to allow comparisons of the amounts of change among six component groups of school personnel, among comparable school systems, and with economic indicators such as the Consumer Price Index. The groups of school personnel compared are central office administrators, building administrators, classroom teachers, auxiliary professional personnel, secretarial and clerical personnel, and other support personnel. School systems are grouped for comparison by district enrollment. Instructions are provided for using the CIC to compare local salaries and wages with comparable data at the local, state and national levels. Twelve tables, nine figures, and worksheets for developing local data support the text. (PGD)
