District-Wide Comprehensive Needs Assessment Study. Secondary Level, Part I. 1984-85.

In Saginaw comprehensive needs assessments are conducted every three or four years for planning purposes. Conducted during March and April of the 1984-85 school year, this study produces two basically different kinds of information: (1) Priority Need Index (PNI) data which indicate the key functions (or goals) people perceive should be addressed; and (2) atttitude (or opinion) data regarding current issues affecting education. For this reason the findings are published in two parts: Part I deals with the PNI data and Part II deals with perceptions of current issues. Both Parts I and II are summarized at three different levels by producing an Elementary Level Report, Secondary Level Report, and System Level Report. Information was gathered from parents, community members, administrators, and teachers. This study analyzed 2100 questionnaires (Appendix A gives a breakdown of returns by respondent group and a study of possible response bias for non-respondents). This report is the Secondary Level Part I which contains the results on the 19 ongoing functions important to the operation of a school district. (PN)
