Special Report of the Ombudsman for Alberta Re: Complaints of the Lubicon Lake Indian Band.

The Ombudsman for Alberta investigated five allegations raised by the Lubicon Lake Indian Band: (1) that provincial officials had deliberately allowed fires in the Band's traditional area to rage unchecked; (2) that provincial and oil company workers had been instructed to bulldoze deliberately Indian traplines and to scare game out of the area by firing rifles off into the air; (3) that some members of the Band signed agreements under the Land Tenure Program after being misled by provincial officials as to the nature of those agreements, or under duress; (4) that provincial officials acted improperly in advising a Band employee that he was a squatter on Crown land, and must either purchase or lease the land or move his improvements; and (5) that officials of the Northland School Division acted improperly in connection with a proposal to build a school at Little Buffalo, the community where most members of the Bands resided. The Ombudsman concluded that there was no evidence to support most of the charges made and that, until the underlying issue motivating the allegations--the unresolved land claim--is resolved, strained relations between provincial officials and Band leaders and members will continue.
