Designed for service providers, the manual outlines policy and procedural requirements for implementing P.L. 94-142, The Education for All Handicapped Children Act. Following a review of policy requirements for local education agencies (LEAs) and state operated programs (SOPs), supplementary worksheets (which enable administrators to check the implementation of specific requirements) address due process hearings, procedural safeguards, confidentiality, least restrictive environment, the comprehensive system of personnel development for local education agencies, and individualized education plans. Additional guidelines address the following topics: verification of annual child count; program entry; individualized education programs; and implementation of LEA/SOP procedures concerning procedural safeguards, surrogate parents, and least restrictive environment.
