Intended especially for principals and other administrators at the local school level, the monograph examines implications of P.L. 94-142, The Education For All Handicapped Children Act and Section 504 of the Rehabilitation Act of 1973. Chapter 1 presents the background of the federal legislation, reviewing primary cases of "Brown v. Board of Education" and the "PARC" and "Mills" cases which addressed isssues of equal educational opportunity and equal protection for handicapped students. A chapter on Congress and the education of handicapped children discusses implications of P.L. 94-142 and Section 504. The final two chapters cover two basic rights: the right to a free appropriate public education (private school placement, least restrictive environment, related services, graduation competency tests, extended school year), and the right to due process (record examination, prior notice, complaints, hearings, discipline, judicial review, damages, and attorney's fees).
