Buckley: One Decade Later--Impact on the Profession.

The passage in 1974 of the Family Educational Rights and Privacy Act (The Buckley Amendment) created concern throughout the education profession. The purpose of the Buckley Amendment was to: (1) assure parents and students access to education records; (2) protect the individual's right to privacy by limiting transferability of their records without consent; and (3) give individuals the opportunity to challenge the correctness of information or enter an explanation regarding misleading or inaccurate information in their files. This study of the impact of the Buckley amendment on the teaching profession sought information associated with the use of open and confidential recommendations. It also sought information concerning how institutions of higher education utilized the Buckley Amendent. Data from two questionnaires were used. Twenty-eight findings from the resulting data are listed and form the bases for conclusions on the impact of the Amendment on the placement of teachers over the past decade.
