A Report by the Board of Regents to the Governor and Legislature on the Aid for Part-Time Study Program: The First Year.

A 1984-1985 update on operations of the Aid for Part-Time Study Program (APTS) in New York State is presented, along with recommendations of the Board of Regents. The APTS program provides up to $2,000 in annual awards to part-time undergraduates enrolled in degree programs. Awards are available for up to 8 years of part-time study for programs normally requiring 4 years of full-time study. The typical APTS recipient in 1984-1985 was on average 31 years old and was financially independent. The average APTS award was $525, and only 28 percent of the total annual appropriation for the program was spent. Of 202 eligible institutions, 145 made awards, and of 250,000 part-time undergraduates, 5,911 received APTS awards. Factors leading to severe underutilization of APTS included: institutional concern about tuition liability for award recipients who failed to achieve a cumulative passing average; necessity for modifying the program to make it administratively feasible; no provision for prepayment to colleges, causing them to finance a state-funded program; and limited access to the program for students who had not accrued six prior semester hours of credit. Data are provided, including the income and age distribution of recipients, and distribution of awards by sector. (SW)
