School Board Training: Local Control. Reference Manual.
Iliff, Alice
This reference guide, designed for school board members in the state of Alaska, provides overall information about school boards, board members, and board meetings, as they are defined by Alaska state legislation. The first section, "An Overview of Your School Board," provides general definitions, an overall description, and the formal makeup of a school board. Included in the overview are the school board's responsibilities, its scope of authority, structure, officers, bylaws, insurance requirements, and advisors. The second section, "You as a Board Member," addresses reasons for serving on the board, qualifications, time demands, necessary skills and knowledge, and the ethical responsibilities of a board member. Advice is also offered for acquiring and sharpening skills and knowledge. The third section covers the duties and powers given by Alaska state law to a school board to manage and operate a school district. These duties and powers fit into five categories: policymaking, monitoring finances, personnel, curriculum planning, and recordkeeping. The final section provides basic information about board meetings: kinds of meetings and when they are held, how meetings are organized--agenda, order of business, and parliamentary procedure--and voting on motions. References and sources for further information are provided. (TE)
