The articles in this volume, focusing on the knowledge, skills, and attitudes needed for competent evaluation of teaching, were originally presented at the National Symposia for Professionals in Evaluation and Research (NSPER:82) conferences in Portland, Oregon; Philadelphia, Pennsylvania; and New Orleans, Louisiana. After an introduction by William J. Gephart and Robert B. Ingle, Richard P. Manatt provides his view of the knowledge, skills, and attitudes necessary for competent teacher evaluators. Skills discussed include analyzing lesson plans, preobservation conferences, classroom observation, data analysis and postobservation conferences, writing evaluation reports, and setting job improvement targets. Manatt also reviews training resources for teacher evaluators, and concludes with a discussion of organizational policies as they relate to teacher evaluation. The second article by Freda M. Holley investigates the various roles an evaluator must play: the most important role as manager; the three most difficult roles (facing legal issues, confronting problem behavior, and creating climate); and the most rewarding role as change agent. In the third article, Jerry J. Bellon likewise lists and discusses what he perceives as the roles, optimal attitudes, skills, and knowledge necessary for a skilled evaluator. In the final article William J. Gephart and Robert B. Ingle attempt to clarify some of the persistent problems in approaching the evaluation process and provide a consensus opinion based on the other presentations. (TE)
