The goal of Maine's Dissemination Capacity Building Project--the Information Exchange--is to build a comprehensive system for disseminating current information resources to Maine educators at every organizational level. This report begins with an abstract describing three major components of the information exchange: (1) a computerized information service; (2) a two-level system for supporting local school improvement, aimed at meeting the needs of individual educators and local school systems; and (3) developing the Maine Department of Educational and Cultural Services' capacity to provide leadership and support for the two previous components of information dissemination. An outline of specific objectives and activities of the project follows, along with a detailed comparison of resource dissemination before and after the building project. Remaining sections discuss current legislation for full state funding of the information exchange, effects of the program thus far, and equity issues, while the conclusion summarizes the functions of the information exchange.
