A description is provided of Cuyahoga Community College's (CCC's) Jesse Owens Youth Development Program, a comprehensive year-round combination of courses, programs, and activities for inner city young people between the ages of 11 and 21. Following introductory comments on the program, the beginnings of CCC's youth development program are described within the context of CCC's service area. Information on funding, staffing, participants, and costs is presented with respect to the first Jesse Owens Youth Development Program (which was limited to sports skills instruction, practice, and play). The next section traces the expansion of the program to include cultural activities, noncredit academic courses, and Summer Youth Employment Program activities. This section also chronicles CCC's increasing involvement in competitive bidding for special youth projects contracts and grants, and identifies CCC's current emphases as improvement in reading, writing, and mathematics basic skills; computer awareness; and career exploration/preparation coupled with cultural, social, physical, and personal development. The next sections highlight funding concerns, discuss the maturation of the program, and review efforts to institutionalize the program. Unresolved issues are explored next, including the program's dependence on external funds; the need to provide an instructional situation to accommodate a range of ages and skill levels; and parental interference with full attendance and course selection. Finally, the concluding section focuses on funding concerns, linkages with the community, program purpose, and utilization of existing personnel. A list of program goals is appended. (LAL)
