One of a series of discussion papers on the history, governance, operation, and development of the State University of New York (SUNY) community college system, this paper traces New York's efforts to ensure proper allocation and budgeting of state assistance in an era of increasing higher education costs. After explaining the formula for state aid that was in effect between 1948 and 1970, the paper discusses the period in the late 1960s when limitations on state aid began and a formula approach to community college funding was first explored. The next section chronicles the phasing-in of the new formula approach to state aid, the work of the Governor's Task Force on Financing Higher Education, and the resulting mandate in the Laws of 1973 of a new formula for financing the operating costs of the community colleges. After reviewing the refinements to the formula approach made in the 1970s, the paper describes the current funding formula. (LAL)
