An Evaluation of a College-Wide Planning and Budgeting Process.

Results of an evaluation of the yearly planning and budgeting process of the National Technical Institute for the Deaf at Rochester Institute of Technology are presented. To examine the effectiveness of modifications to the 1985 planning and budgeting system, 42 questionnaires were completed by assistant and associate deans, directors, chairpeople, and managers, and interviews were held with the dean, associate vice president, and the assistant to the director. Questionnaire findings include: 83 percent of the respondents felt the 1985 planning/budgeting calendar allowed them adequate time to involve appropriate people in the planning process; 90 percent of the administrators felt the planning calendar helped keep them on schedule; only 40 percent felt the planning process occurred at the appropriate time during the year; almost all respondents thought their department, division, or school mission profile followed the prescribed format; the main problems in developing profiles were categorizing certain activities and accounting for ad hoc projects; and about 67 percent of administrators felt interdivisional planning meetings were productive. Areas considered in the interviews were the timing of the planning/budgeting process, which currently extends for 2.5 to 3 months, and the mission profiles. The 30-page questionnaire is appended.
