Special Education: A Call for Quality. Final Report to Mayor Edward I. Koch of the Commission on Special Education.

The report presents recommendations of a commission for improving special education in New York City. The commission conducted interviews with over 300 persons, held 2 days of public hearings, and reviewed documents, publications, and laws and documents in New York and eight other states. Recommendations are offered for four major topic areas: (1) improving the assessment process and increasing regular education services (composition and supervision of school based support teams, services in regular education, representation of Black and Hispanic children in special education); (2) improving quality in the classroom (curriculum and programs, related services and individualized education programs, better training and teacher supervision); (3) placing students in the least restrictive environment (mainstreaming, decertification); and (4) integrating special and regular education (the need to integrate special and regular education at the local level for elementary and junior high school programs). A suggested outline for a new administrative structure is provided. The appendices provide the following: (1) lists of cooperating individuals and bibliographic sources (including published and unpublished materials, and legal or evaluative documents produced by New York City and several states); (2) numerous tables and a report on Committee on the Handicapped practices in New York City (Jay Gottlieb); and (3) "Proposed Statutory Amendment and Fiscal Analysis."
