The publication is designed to assist professionals responsible for conducting triennial evaluations of handicapped students in New York. The triennial evaluation is intended to provide information on the students' needs and continuing eligibility for special education. The guidelines are intended to provide a conceptual framework for triennial evaluation. Guidelines for conducting the assessment touch upon such aspects as issues in limited English proficiency, diploma requirements, and vocational assessments. Results of the triennial evaluation are seen to answer critical questions about the student's current educational needs, continued eligibility or mainstream placement, and material/method adaptations.
