An Impact Assessment of the University Council.

A comprehensive third-party evaluation assessed the impact of the University Council for Vocational Education in Illinois. Objectives were to assess impacts of funding the University Council for each participating university; determine its impact on improving the quality and expanding the scope of adult, vocational, and technical education; and document strengths and weaknesses in terms of efforts in coordinating intra-state teacher education activities. Major procedures included documentation research; statewide interviews; review of annual university plans, funding agreements, and final reports; university campus visitations and interviews; university campus impact survey; and statewide education leader impact survey. The 38 major findings and conclusions were divided into two areas. (1) A statewide impact assessment across the nine member universities summarized "major activities and their impacts" and "factors that inhibit/enhance impacts." (2) Impact-related findings and conclusions regarding the University Council and the State Board were organized according to effectiveness, efficiency, and equity considerations. The 23 major recommendations were reported according to the four areas of involvement of the University Council: the nine member universities, the University Council, the State Board, and the State Board/University Council/Occupational Education Coordinator Projects.
