In January of 1982, the Hennepin County Community Services Department began implementing a day care voucher system which allowed day care clients to place their children in any licensed day care home or center that was willing to contract with Hennepin County. In October of the same year, Hennepin County was awarded a grant by the Department of Health and Human Services to evaluate the impact of the day care voucher system. The focus of the grant and, therefore, of this report was to examine the voucher system in terms of its effect on providers, consumers, and the total day care system. A series of studies was designed to answer two key questions about the impact of the central eligibility voucher system (CEVS): (1) Did the voucher system solve the problems created by the contract-based system? and (2) Did it create new problems for the providers, consumers, or the County?
