Implementing Public Law 94-142 in Correctional Facilities: An Appeal for an Appropriate Identification Assessment and Educational Placement for Youth Offenders.

The paper states the need for providing services to handicapped youthful offenders. Obstacles to compliance with P.L. 94-142, the Education for All Handicapped Children Act, for this population are noted, including lack of staff and funding. Research is cited to show the extent of the problem and project the effects of inadequate programing. The author presents a suggested screening procedure to ensure appropriate identification, assessment, and placement of handicapped persons in correctional facilities. Issues of examiner training and nondiscriminatory assessment tools are considered. The role and functions of the interdisciplinary team are described: psychologists, classroom teachers, social workers (caseworkers), and counselors. Additional information is provided regarding physical and medical examinations, speech and hearing assessments, report writing, and the role of the interdisciplinary team in placement. (CL)
