Florida's Meritorious School Act provides monetary rewards for meritorious schools in each of the state's 67 districts when the schools are identified using approved procedures. The law calls for each district to develop its own plan for selecting winning schools. Each school must be selected in part by being in the upper quartile of district schools in terms of relative or expected rate of student gain as measured by standardized verbal and quatitative achievement tests, as well as according to standards associated with at least one of four other categories of effective school criteria. This report describes the standards applied, the problems districts faced in using the models for equitable selection proposed by the state department of education in the program's first year, reasons for nonparticipation in the program by 36 districts, and the characteristics of the plans used by the districts. Appendixes present participation data and selection criteria associated with each district. (PGD)
