The Child Abuse Crisis: Impact on the Schools.

This report explains the roles and responsibilities of schools in dealing with child abuse. The introduction lists child abuse facts and figures, defines child abuse and neglect, provides a rationale for the involvement of educators in treatment and prevention efforts, and considers ethical issues. Chapter 1, which concentrates on keeping abusers out of schools, presents the Federal Child Abuse Screening Law and the Health and Human Service Department's interpretation of that law. Screening laws are given and screening procedures are discussed at the state level for California, Florida, Maryland, Pennsylvania, and Utah. Chapter 2 focuses on reporting child abuse and provides tables listing by state who must and may report child abuse, reporting procedures, policies of immunity for child abuser reporters, and child abuse registries mandated by statute. Preventing and treating child abuse in the schools is discussed in chapter 3, with special attention paid to federal and state involvement. Chapter 4 examines how the problem of child abuse is handled by the nation's largest school districts: New York City, Los Angeles, Philadelphia, Detroit, Houston, Hawaii, Dallas, and Broward County, Florida; presents a model child abuse policy; and documents efforts against child abuse in Philadelphia. The report concludes with a list of resources. The appendices contain interviewing strategies, a list of physical and behavioral indicators of child abuse and neglect, information on where and how to report child abuse, and selected materials from the "Catalogue of Material" for the Clearinghouse on Child Abuse and Neglect Information.
