Guidelines and Procedures for the Design of Developmental Guidance and Counseling Programs in Louisiana Schools. Bulletin 1730.

This report presents a model designed to serve as a guide for the development of guidance and counseling programs which take into account the unique requisites and philosophies of local systems and schools. This guide is divided into three sections. Section I outlines broad roles and functions of guidance counselors for grades K-12. This description may be used as a menu from which counselors choose priorities based on the individual needs and the needs of their schools. A list of seven general counselor functions is presented, followed by lists of specific functions in the general areas of counseling, guidance, consultation, coordination, organization, evaluation, and professional development. Section II presents a step-by-step procedure for the development of a school level guidance program including a needs assessment, sample planning sheet, and plan for effective time management for the counselor. Also included are details for the development of the 3-year parish plan which is requested by the Louisiana State Department of Education. Section III, the appendix, includes the code of ethics and position statements of the American School Counselor Association, certification requirements for school counselors, a developmental K-12 guidance program, and samples of evaluation instruments which may be used to evaluate individual activities and overall guidance programs.
