Development of Criteria to Measure the Extent of Implementation and the Effectiveness of Demonstrations in Vocational Education. Case Study Plan.

This document presents the plan for the conduct of eight case studies of federally and state-administered demonstration projects to assess the usefulness and practicality of a monograph discussing the improvement and measurement of the impact of vocational education demonstration projects. An introduction discusses the background and purpose of the project which is intended to measure the effectiveness and implementation of vocational education demonstration projects. Section II sets forth the plan for the conduct of the case studies, the basic goals of which will be to assess (1) whether the criteria, documentation, and standards specified in the monograph as acceptable evidence of project impact are practical, feasible, and do predict success and (2) whether the roles and accomplishments of planners, implementers, monitors, evaluators, and disseminators that were specified in the monograph do actually lead to improved impact. Major study questions are listed, the sample is defined, data sources are discussed, and the instruments proposed to collect the required data are described. Section III briefly discusses use of case study data. Extensive appendixes include the monograph outline, case study report outline, and instrumentation (Project Information Form, Third-Party Evaluator Interview Guide, Project Monitor Interview Guide, and Interview Guide for Adapting Organizations).
