Literature Review for Development of Criteria to Measure the Impact of Vocational Education Demonstration Projects.

This document contains a literature review conducted as part of a study to develop criteria to measure the extent of implementation and the effectiveness of demonstration projects in vocational education. The literature review serves two purposes: it establishes the state of the art in measuring the effectiveness of educational innovations and it identifies project characteristics related to success. These subject categories are considered: project characteristics, dissemination strategies, dissemination measures, outcome measures, continuation, and adoption. A summary of factors related to program success follows. The results are discussed under the following headings: general literature, project characteristics, dissemination strategies, factors related to continuation, and factors related to adoption/adaption. A summary is also provided. A matrix showing the materials abstracted by subject category is presented along with a bibliographic listing of materials. Abstracts of the literature comprise over four-fifths of the report. In addition to bibliographic information (author, title, source, date of publication), a summary of content is provided. (YLB)
