This report documents the objectives, methodology, and products of a study to develop criteria and standards for measuring the impact of vocational education demonstration projects. Section I provides background and describes the study's purpose and products. Section II summarizes the methodology used to conduct activities. Details of the literature review, panel meeting, case studies, and workshops are discussed. Section III summarizes the literature review conducted to assess the state of the art in measuring the effectiveness of educational innovations and to identify factors related to program success. The literature bibliography is included. Section IV highlights the conclusions of three advisory panel meetings used to discuss and provide input into project products. Section V summarizes the case studies of eight demonstration projects selected to assess the usefulness and practicality of the draft monograph. Section VI is an overview of the monograph developed to propose a set of criteria for measuring the impact of vocational education demonstration projects and to discuss the activities and functions of key individuals in achieving improved impact. Section VII summarizes three workshops held to introduce the monograph to state and local vocational education administrators.
