The Path to a Larger Life: Creating Kentucky's Educational Future.

Intended as a plan for action, this report provides a wide array of recommendations for improving the education of children and adults in Kentucky. Chapter I discusses teachers and teaching in terms of classroom and school conditions for teaching, continuing professional growth and development, professional advancement and evaluation, and teacher education. Chapter II is concerned with the reconsideration of goals and curriculum and offers suggestions for reforming high school learning, extracurricular activities and athletics, school flexibility and incentives, and adult illiteracy. Chapter III focuses on leadership and governance, including evaluation and certification for administrators and principals. Chapter IV explores programmatic ways of preventing the social consequences of inadequate education and of responding to the conditions and needs of students. Chapter V briefly discusses indicators of school effectiveness for community use in school evaluation activities. Chapter VI offers recommendations for the future development of vocational and community college education, and Chapter VII explores ways to finance the improved educational program. Appendix A lists and describes indicators of effective schools, particularly student achievement, school and classroom environments, school leadership, comprehensive planning, career placement and further education, and community environment. Appendix B provides estimates of Kentucky's economy in the 1990s. (RH)
