Student Matriculation: A Plan for Implementation in the California Community Colleges.

In response to a legislative mandate, this report by the Board of Governors of the California Community Colleges (BGCCC) presents a plan for implementing a system of student matriculation at the colleges and describes the plan's development. Section I introduces the legislative directive to the BGCCC and the appointment and charge of a Task Force on Academic Quality to carry out the mandate. Section II focuses on the development of the Student Matriculation Plan, discussing policy assumptions, the preliminary model, observation site visits, component studies, a cost project study, regional field input hearings, and task force/sub-committee deliberations. Section III contains the proposed matriculation plan, covering educational philosophy, definition, purposes, modifications of the preliminary model, and the following components of the matriculation plan: (1) application for admission; (2) orientation; (3) pre-enrollment assessment and educational planning; (4) academic advisement/counseling and course selection; (5) follow-up on student progress; and (6) institutional research and evaluation. After section IV outlines the costs of implementing matriculation, section V proposes an evaluation study to assess the effectiveness of the matriculation system, and section VI offers recommendations. Appendices include materials related to the task force's activities and an extensive study report on the costs of implementing a matriculation system, and a bibliography. (LAL)
