This descriptive and evaluative report focuses on the work of Reading Area Community College's (RACC's) Basic Skills Articulation Team in developing a Basic Skills Integration Plan (BSIP) for the systematic integration of basic skills instruction into the college curriculum. Section A provides an introduction to the creation and activities of the Articulation Team and reviews educational literature on basic skills programming. Section B focuses on the BSIP's first objective: conducting an internal needs assessment to obtain reliable information on basic skills assessment, placement, programming, evaluation, and course scope and sequence. Section C looks at the BSIP's second objective; i.e., determining current placement practices, assisting in the revision of tests and testing procedures, and identifying specific actions that could be taken to improve the function. Section D provides an analysis of the findings of a faculty survey conducted to determine teachers' perceptions of the basic skills needed for success in their courses and in college, and attitudes toward articulation issues. Section E presents an evaluation of a pilot plan for Basic Skills Integration in Writing, while section F offers a summary view of the Articulation Team's activities and achievements.
