Thirty-eight Partnership Strategies: Industry and Technical Institute.
Scharf, John S.
This report presents 38 strategies for cooperation between technical institutions and industry based on activities conducted in Saskatchewan. Section A discusses the need for technical institutes to adapt to demographic, technological, workplace, economic, lifestyle and organization changes and lists some of the trends that may have an impact on the role of these institutions. Section B discusses the concept of partnership, describing different types of cooperation developed between industry and post-secondary institutions, e.g., partnerships, coalitions, networking, sharing, linkages, and interaction. Next, the 38 partnership strategies for industry and educational institutions are presented in four categories: (1) symbolic partnership strategies that are intended to change the way industry and society as a whole perceive the institutes; (2) structural partnership strategies that are designed to increase productivity through realignment of authority or the creation of new organizational units; (3) resource partnership strategies that focus on more effective utilization of staff; and (4) program development and delivery partnership strategies that are designed to increase responsiveness in the creation of programs and improve the flexibility of program delivery. Each of the strategies is presented in a standardized format, containing a description, rationale, and information on cost, benefits, and critical factors for success. The final sections present strategies for change, recommendations, and a summary. (HB)
