ECC's Future: Picturing the Possible.

This report by the President's Planning Commission at Elgin Community College (ECC) presents two visions of the college's future based on community and staff views of how the college should develop and provides goals to help realize these visions. First, the report presents the basic planning assumptions, or megatrends, on which the scenarios for development are based. The next section discusses major environmental trends for society for 1986 through 1989 as gleaned from data generated by 250 community experts at a Community Futures Forum held at ECC in fall 1984. Then, the report identifies key institutional trends as seen by 30 college administrators with respect to enrollments and student characteristics, curriculum, college costs, staffing patterns, finances, student services, community relations, and facilities. Then, two preferred ECC futures are presented based on the synthesis of 977 preferred future statements from students, faculty, and staff. The first, which is characterized by moderate change, emphasizes high technology, humanizing the technological society, providing multiple options for students, attracting new students, seeing education as a social priority, and ensuring accountability and funding. The second scenario, based on rapid change, emphasizes multiple options for course work, the importance of the human element, innovative arrangements, and decentralization. Finally, the report presents eight action goals for 1984-85 and four administrative action goals for 1984-85. Appendices illustrate the phases of the future planning process, present scenario statements received from different sectors, list task force members, and include a college profile. (HB)
