This report outlines the initial results of a study concerning the procedures and criteria used to identify learning disabled (LD) students and eligibility criteria of community college LD programs in California as mandated by the state legislature. First, an introductory section discusses the purposes of the report, background on LD research and guidelines, the initiation and purpose of the research project, project participants, and the problems addressed by the project. An overview of California community college LD programs is followed by a discussion of project goals and expected outcomes, indicating that the four project goals were: (1) to specify educationally relevant attributes and technically adequate instruments that differentiate learning disabled adults from other low-achieving adults; (2) to develop appropriate discrepancy/selection models to certify the presence of a learning disability in community college adults; (3) to determine the magnitude of discrepancy and/or cutoff levels necessary to verify a learning disability among community college students; and (4) to empirically validate the verifying properties (i.e., attributes, models, and cutoff levels) of a learning disability. The next sections discuss each of these goals in terms of pertinent activities, problems, resolutions, and products. The final sections provide a summary and recommendations for action. (LAL)
