Critical issues facing higher education in New York State are examined in detail in this second volume of the 1984 Regents plan for postsecondary education. Included is substantive information relating to the Regents' proposals and recommendations. The critical issues are grouped under six headings: access, excellence, employment and economic development, diversity, effective use of resources, and enrollment projections. The 17 issues include: assuring campuses flexibility in the management of resources; encouraging the more efficient use faculty resources; reallocating, and if necessary, reducing resources while maintaining quality; exploring the effects of possible changes in state policy regarding tuition levels and financial aid; defining and ensuring a diverse system of higher education; supporting employment and economic development; increasing interinstitutional and intersector cooperation; responding to the need for equipment for instruction and research; maintaining the excellence of graduate and professional programs; perserving the vitality and quality of the liberal arts and sciences; and increasing access to education. Appendices include: "Minority Enrollment and Participation in Higher Education in New York State: An Issue Paper;" and "Net Cost of Student Attendance in New York: The Student Support Sources Model: An Issue Paper."
