An Evaluation of Public and Nonpublic Special Education Programs Used by Montgomery County Public Schools. Volumes I, II, III and Executive Summary.

The four-volume study compared the costs and characteristics of public and nonpublic special education programs serving moderately and severely handicapped students in Montgomery County (Maryland) Public Schools (MCPS). Data are discussed according to five research questions. First, demographic characteristics are presented, and it is recommended that reviews of the racial and sexual composition of placements be conducted. Second, public and nonpublic programs for this population are summarized via charts. It is recommended that MCPS develop and revise descriptions of public and nonpublic facilities. Third, student record reviews, observations, and interviews with practitioners are analyzed, suggesting that students were not receiving all of the services specified on the individual educational programs (IEP), and that IEPs were not well documented. Fourth, per-pupil costs are identified for internal and external levels in terms of discrete costs, transportation costs, special education and general overhead costs. Projections of per-pupil costs by programs and levels for fiscal years 1982-1988 are specified. The final question examines the cost effectivenss of the current approach and stresses the need for MCPS to expand its internal programs to accommodate the majority of students placed in nonpublic programs. The first three questions are dealt with in the first volume, "Analysis of Students, Program Characteristics, and Service," which includes among its appendices the study design and data collection documents. The fourth question is the subject of the second volume, "Analysis of Costs for Provision of Levels V and VI Special Education Programs by Montgomery County Public Schools 1978-1982." The fifth question is taken up in the third volume, "Findings, Summary, and Recommendations," and the fourth volume is the Executive Summary. (CL)
