Competency-Based Instruction. A Guide in Developing Youth Employment Competencies.

This guide is designed to provide an introduction to the development of performance standards for youth employment and training programming. Addressed in the individual sections of the guide are the following topics: the roles and responsibilities of various parties involved in delivering services funded under the Job Training Partnership Act, the nature of competency-based programs, key concepts in competency-based instruction, examples of competencies, job market studies, translation of job duties and requirements into competency statements, criteria for competency statements, purposes of assessment, methods of assessment, selection of appropriate assessment instruments, design of program services to focus on competency attainment, and follow-up. A glossary and bibliography conclude the guide. Appendixes to the manual include a list of publishers' addresses as well as descriptions of various commercially available multidimensional, pre-employment and work maturity, basic educational skills, and job-specific skills assessment instruments.
