The booklet is intended to help parents plan with educators to develop handicapped children's individualized educational programs. An initial section reviews West Virginia State and Federal laws and notes the reasons for and avenues of parent participation. Steps in education planning are then outlined for identification/referral, multidisciplinary assessment, and placement/individualized education programs (IEPs). A section on developing the IEP addresses its content, its development, parental preparation for IEP meetings, and making the most of the IEP. A final section covers due process, with notes on actions for parents dissatisfied with decisions, due process hearing steps, and the rights of hearing participants. (CL)
