Offered as a result of suggestions by Maryland teachers, this guide serves as an instructional reference for educators on teaching functional writing at the elementary and secondary school levels. The guide was developed as a supplement to volume one; both volumes provide a comprehensive perspective to writing improvement in Maryland. The first chapter of the guide provides a discussion of the writing process, with specific instructional suggestions for each phase of the process in order to provide a developmental approach to teaching writing. The second chapter presents the content domains Levels I and II of the Maryland Functional Writing Test (MFWT), which were provided by instructional personnel from throughout the state. In addition, the chapter contains suggestions for curricular development. The third chapter includes the 1983 version of the Level II, including test format, writing prompts, and actual student samples. The sample student papers in this chapter show scores received during modified holistic scoring along with a rationale and instructional suggestions. The tests discussed in this guide have three uses for administrators and supervisors: (1) as a base for evaluating existing writing programs, (2) as a stimulus for changing or creating writing programs, and (3) to present an occasion for school-community exchange.
