Learning at a Distance. Report on the DSE Conference (West Berlin, Germany, June 2-7, 1982) in Connection with the World Conference of ICCE (12th, Vancouver, Canada, June 8-17, 1982).

Two international meetings on distance education are summarized in this report. The first, a preparatory seminar on "Staff Development for Distance Education," was held in Berlin to give African participants an opportunity to meet prior to attending the 12th World Conference of the International Council for Correspondence Education (ICCE) in Vancouver. Seminar activities centered around a working paper, "Co-operating at a Distance," in which J. Hakemulder presented practical guidelines for action oriented programs. A brief description of the ICCE conference is then provided, which includes observations on the status of distance education by representatives from Latin America, the United States, Canada, the USSR and Eastern Europe, Scandinavia, Africa, the Middle East, South Asia, the Far East, and Australia. The keynote address by Kevin C. Smith of the University of New England (Australia) is noted, and highlights of the plenary and parallel sessions that followed are given. Annexed materials, which make up about half of the report, include a list of participants in the Berlin seminar; an outline of the basic literature on distance education by B. Holmberg; the text of the keynote address, "Putting the Student First"; and a list of documents distributed by the German Foundation for International Development (DSE). (LMM)
