News reports issued during the 60 days the Nebraska Legislature was in session between January 4, 1984, and April 9, 1984, and pertinent bills considered by the legislature during that period are the main sources used in this examination of the effort to resolve a conflict between the regulations of the Nebraska State Department of Education and the activities of a private school run by the Faith Baptist Church of Louisville, Nebraska. The regulations fought by supporters of the private school called for certification of teachers, reporting of pupil attendance, and state approval of the curriculum. The bill eventually passed by the legislature spelled out alternatives to meeting state standards, particularly in the areas of curriculum and certification. (PGD)
