A project was undertaken to develop standardized procedures for use in conducting follow-up and assessment of adult education students, including students in basic and secondary education, general educational development (GED) programs, and vocational training. The major activities of the project included the following: review of the literature and system approaches being used relative to annual and longitudinal follow-up and assessment of adult education programs; assessment of the concerns and needs of State and local adult education practitioners in Illinois regarding the outcomes to be identified and measured for long-term follow-up and assessment; identification of a set of potential outcome data elements based on input from the needs assessment and literature review; identification and involvement of 14 test site centers representing all regions of Illinois that included programs, both rural and urban, in adult basic and secondary education as well as in vocational education and training; development for field testing of a systems approach to assess the long-term impacts of adult education programs; and introduction and administration of the first year of a proposed 3-year follow-up and assessment systems procedure.
