This document provides a detailed overview of all data collection, analysis, and reporting aspects of a third-party, independent evaluation conducted in Illinois to determine the impact of the 214 vocational education Quality Assistance Plans funded in fiscal year 1983. The effectiveness of the Impact Assessment Design as a resource in Quality Assistance Plan assessment activities is also determined. The document, which is organized in six sections, includes an introduction followed by discussions of the Quality Assistance Plan impact review and assessment, characteristics of the Quality Assistance process, and characteristics of the impact assessment design. Concluding sections include a document summary and exhibits. A summary of major conclusions and recommendations, including suggested future approaches that Illinois might take in order to enhance the impact of the Quality Assistance Plan, is included in the document.
