To facilitate planning of services to low income, single-parent working women with young children, a client impact study was made of former recipients of Aid to Dependent Children (ADC) in Monroe County, New York. Those surveyed had lost their supplementary income and related benefits due to mandated eligibility constraints in the federal Omnibus Budget Reconciliation Act of 1981. The study took place in the spring of 1983 and focused on 292 ADC families (592 children and 297 adults) terminated from the welfare rolls in January, 1982 (approximately three percent of the ADC caseload at that time). Findings described these families and compared their characteristics with those of the 1979 New York State ADC population (excluding New York City) and/or the Monroe County ADC population in 1980. Other findings concerned redependency, or return to the welfare rolls; potential problem areas facing those families; and former clients' methods of coping with loss of benefits. While the major thrust of this paper is to report survey findings, results are discussed in terms of 10 areas of policy concern. Policy conclusions oriented toward activities that can be locally initiated and implemented are offered. Survey methodology is described in an appendix. (RH)
