The state plan outlines aspects of special education in Kansas. The initial section provides background information and outlines the needs in teaching positions (both professional and paraprofessional) and in the numbers of students receiving special education. The second section addresses the following state department operations: administration and supervision, advisory council for special education. Approval of special education programs, institutions and state schools, and evaluation plans. The bulk of the document is devoted to an analysis of the following local education agency operations: (1) administrative responsibilities, with sections on local administration and supervision of special education, local comprehensive plans, least restrictive environment, cooperative agreements, reimbursement and finances, facilities, and exceptional children enrolled in private schools; (2) procedural responsibilities, including screening, evaluation, placement, and review procedures, procedural due process, and confidentiality; (3) the program areas of early childhood handicapped, gifted, language, speech and hearing impaired, mental retardation, personal and social adjustment, physically and other health impaired, severely multiply handicapped/deaf-blind, specific learning disabilities, and visually impaired; and (4) support service areas, including related services, paraprofessionals in special education, school psychology, school social work, special education instructional materials centers, vocational training for the handicapped, and physical education.
