Part 3, Political Challenges to the Profession, presents two chapters: "The Ingredients of Policy: Traditions, Power, Expediency, Morality", by Nancy M. Pinson; and "A Federal Perspective on Guidance and Counseling", by John F. Jennings. Part 4, Professional Challenges: A Three-Part Reflection, contains: "Credentialism: Protection for the Public or for the Profession?" by Allen E. Ivey; "The Effects of Guidance and Counseling: Three Domains", by Edwin L. Herr; and "The Counselor as Political Activist", by Judy Lombana. Part 5, Conclusions and Recommendations for Action, presents "A Review of the Issues: Implications for Research and for Policy", by Nancy M. Pinson and Edwin L. Herr.
