1983 Outlook Report.

Designed to aid in the process of long-range planning at British Columbia Institute of Technology (BICT), this "Outlook" report presents information, analyses, and projections concerning conditions and trends likely to affect the college in the coming years. The report's eight sections focus on demography, economics, the labor force, national policy, provincial policy, the postsecondary educational system, technological trends, and labor relations. Each of the sections identifies salient trends, comments on projections, and draws conclusions illustrating implications for BCIT planning. Highlighted projections include: (1) a negative economic outlook and high unemployment for 1983; (2) an increased demand for BCIT's technological programs and a modest increase in the college's enrollments; (3) a rapidly aging labor force and a decline in labor force growth; (4) the need for increased national investments in education and training; (5) the need for increased budgetary restraint at the provincial level; (6) the need to develop more cost-effective, innovative, and flexible programming in the postsecondary system; (7) an increase in job displacement as new technologies are developed and utilized, and the consequent need for massive retraining of the workforce; and (8) labor relations characterized by prolonged bargaining processes.
